PR for Graduates of Educational Institutions in Ontario

Ontario has a whole pathway for obtaining PR through a graduate program. Half of them need a job offer, but graduates at the master's and PhD levels do not even need an employment contract. An important detail is that Ontario is the only province that allows graduates from other provinces to apply under this program if they have a job contract in Ontario.

  1. Graduates of an educational institution in Canada or Ontario WITH A CONTRACT for permanent skilled work from an employer in Ontario.

This includes:

  • Bachelor's level diplomas and certificates and below from all over Canada, with a duration of study of 2 years or longer. Educational institutions must be on the certified list.
  • Diplomas obtained based on a bachelor's level of education from all over Canada (i.e., higher than a bachelor's but not yet a master's). The program's duration must be a year or longer. The educational institution must be on the list.
  • College diploma obtained in the province of Ontario with a program duration of a year.

Note, not any job offer is suitable. The employer must meet specific criteria, as must the worker:

  • The business must be registered in the province of Ontario and have been operational for at least 3 years.
  • Must have a registered place of work (office), an email address, and online work is not suitable.
  • The business must generate income. Income requirements are 1,000,000 in "gross income" if registered in the Toronto region or 500,000 in "gross income" per year if the business is outside Toronto.
  • The enterprise must have at least 5 Canadian workers (citizens or PR), if in Toronto, and if outside, then 3 staff members are sufficient.

 2. Master's program graduates WITHOUT a job contract.

Requirements: obtain a master's level education from a certified educational institution in the province of Ontario. A list of certified institutions is provided. The program duration is at least one year, language proficiency at level 7 or higher, residing in Ontario or having intentions to reside in Ontario.

Requirements: obtain a PhD level education from a certified educational institution in the province of Ontario. A list of certified institutions is provided. The program duration is at least two years, residing in Ontario or having intentions to reside in Ontario.
